Local Postmaster Implement New Program for Dealing with Unions Zebulon post office has taken of-' flcial action to implement the Post j Office Department’s new program for negotiation and consultation on grievances, working conditions, personnel practices and other re lated matters, Postmaster Ruby M. Dawson reported today. The move—developed by the Postal Service under President Kennedy’s historic Executive Or der 10988 of Jan. 17, 1962—of ficially recognizes federal employee organizations for the first time. Recognition is based on results <A the largest nation-wide labor man agement election, held June 15 July 1, 1962, in which 451,00k postal employees participated. Of ficial results were issued to each post office by the Post Office De partment in Washington. Here are the results at the locai post office: Clerks—EX UFPC—Local 3403 Rurals—EX NRLCA—State As sociation. Exclusive recognition was ao 'mired by employee organization/ ’’aving a clear majority of th» ’’vte in a particular craft unit uo der prescribed voting procedures The postmaster will negotiate with these organizations, holding regu lar meetings and working out written agreements on matters af fecting all employees in the craft unit represented regardless of em ployees’ membership status. National agreements give local! employee organizations the right to deal with the postmaster on local working conditions, personne. practices and in resolving interpre tations under the local agreements. At the same time, the National agreements reiterate Executive Order 10988’s ban against strikes, discrimination. They set forth management’s prerogatives which are not subject to negotiation— such as the budget, assignment of personnel, work technology or— of course—any matter determined by Congress, such as pay rates. Postal management, under the Executive Order, also retains the right to direct employees, to hire, promote, transfer, suspend or separate employees in accord with Civil Service regulations. C Relations in the Federal Service— submitted to the President on Nov. 30, 1961, before the Issuance of Executive Order 10988, said: “representatives of the Clerks and Rural Letter Carriers employee organizations made it clear they are aware of these limitations and are quite content to negotiate within them.” Postmaster General J. Edward Day was a member of this task force. Employees of the Zebulon, N. C post office, now receiving official recognition at the local level foi their employee organization, join with employees in more than 30, 000 post offices throughout the na tion in acquiring official recogni- j tion under the President’s labor- j management order for federal em- ) ployees. Ten employee organizations rep resenting seven postal craft units— letter carriers, clerks, rural car riers, maintenance-custodial, mo tor vehicle, mail handlers, spe cial delivery messengers—have 1 been recognized. The number of j organizations represented at each ' post office varies, according to the j election results. Library Week Is Being Observed Each year, in approximately 5,000 communities in the 50 states, Library Week serves as both the ! culmination and the starting point for continuing year-round activi ties that encourage development of lifetime reading habits and in creased support for and use of li braries of all kinds. This year National Library Week j will be observed April 21-27. The theme is “Reading—the fifth free dom . . . enjoy it.” , During the coming year, the j continuing campaign “for a better : read, better informed America” I will make special efforts to fur- ' ther the development of school j and academic libraries and will continue its efforts to attract tal- j ented young people to the library profession.
